Information for Improvement - WCC Competency 5
Knowledge & Intelligence To deliver against WCC Competency 5, PCTs need to be able to: |
Use data, knowledge and intelligence to make sound commissioning decisions; Identify current needs, understand and anticipate future trends; Demonstrate the use of health needs benchmarks effectively; Respond to the needs of the whole population; Demonstrate effective use of analytical skills and insights; Develop a live relationship of information sharing between strategic partners; Engage expertise, with appropriate technology, to support knowledge sharing; Use Business Intelligence tools, including data warehouses, dashboards and scorecards, relevant to commissioners and stakeholder teams. |
|---|
Use of intelligence underpins all 11 competencies within World Class Commissioning and is the one competency PCTs need to master to deliver high quality services.
Performance in Competency 5 directly correlates with achievements in other competencies1.
The Challenge
“PCTs must use data, knowledge and intelligence to make sound commissioning decisions.”
To operate at world class levels they need to ensure their teams can effectively share their knowledge and intelligence, leading to richer collaboration and better decision making.
In order to do this effectively, they must identify and understand the knowledge they have within the organisation, match these to business needs, initiate the new processes and projects, support them with effective technology and ensure that they deliver real, measurable benefits.
A PCT must become a learning organisation that has a set of knowledge management skills. These include having a single collective view of “the truth” as it relates to commissioning, the ability to rapidly access data and insights plus the related contextual information in the form of documents and communications, and the critical capability of collaborating on this with other team members, stakeholders and analysts.
How We Help?
CMA and Cloud2 are change management and technology specialist, respectively. Together we provide the support trusts need to deliver a rounded set of services that use proven methodologies and effective technologies to initiate and sustain the changes WCC demands.
We help you meet the challenge of WCC by:
Once established, we will help you maximise the impact of the technology by wrapping it with a programme of business change. This helps to develop an intelligence-focused culture across the organisation and maximise the return on investment .
Manage knowledge
By using an information portal, based on standard SharePoint, SQL Reporting Services and PerformancePoint (available at minimal cost to the NHS), we pull together data, documents, Excel models and other sources of knowledge so that commissioners, analysts etc. can access it all in one place.
This commonly includes integration and dissemination of legacy data stored in silos.
Collaborate
Having access to information is rarely enough. We enable teams to work together, in real time and asynchronously; with rich knowledge tools such as wiki’s, discussion tools, lists of insights and document management capabilities such as version control. All this can be delivered across stakeholders and partners irrespective of their location and organisation.
Gather actionable insights
We help PCT’s put together simple dashboards and scorecards that highlight key performance indicators and trends, specific to the individual needs. We enable teams to continue to build further dashboards dynamically in response to needs. We provide the business change support to turn insights gained from these into action.
Share insights
Insights need to be shared. As teams build their insights into health needs the same portal ensures these are distributed across the organisation to become part of a common understanding of the truth .
